There are a few decks that actual turn this rule into an exploitable advantage, using it as a free discard outlet to pitch giant creature cards to Reanimate next turn or a Dredge card such as Golgari Grave-Troll for subsequent self-milling, but in what I would call fair decks, this maximum hand size rule is not nice, especially when you are mana-screwed
I suppose it technically shows what the card does more or less correctly, but I dont think Magics ever had a creature type that looks like a mix of bird and fish
Beyond this, its also worth remembering that Bulk Up is hardly the most powerful or staple card in MTG
Its Phantom Star VSTAR Ability allows you to discard your hand and draw 7 cards - thats a Professors Research [Celebrations] baked into the card
Goading is very powerful given how explosive and fast combat decks can and have to be, these days, and getting to send a strapped up creature somewhere else can really preserve your life total
